Dawn Dyer founded Housing Trust Fund Ventura County based on the concept that Everyone Deserves a Home. Launched as a 501c3 nonprofit corporation in 2011, Housing Trust Fund VC is the local trusted leader in helping fund the creation of affordable housing options by leveraging public/private partnerships to provide low-cost, flexible loans early in the housing development cycle. As of July 2025, HTFVC has committed $48.8 million through its Revolving Loan Fund, creating 1,900 affordable apartments and homes for very-low, low-and middle-income employees, transitional age foster youth, veterans, farm workers, and the homeless.
Dawn Dyer serves as Chair of the Ventura County Continuum of Care Alliance, a collaborative group dedicated to promoting a safe, desirable and thriving community by ending homelessness in Ventura County. A Continuum of Care (CoC) is a regional planning body that coordinates housing, and supportive services, and administers State and Federal funding for homeless families and individuals. Ventura County CoC programs meet the specific needs of people as they move to stable housing and maximize self-sufficiency, and include action steps to prevent a return to homelessness.
