Project Description:
Specific plan and related entitlements for a new residential neighborhood on a ±35.81 acre site located in the City of Ventura’s Wells Community.  The proposed development includes:
  • 131 market-rate detached homes
  • Approximately 34 market-rate attached row house condominiums
  • 6 acres of public park and  open space areas
  • 20-24 affordable farmworker rental housing units (to be constructed by the City of Ventura Housing Authority on 1.4 acres of developer-donated land)
DSG’s Role and Primary Responsibilities:
  • Overall project management
  • Creation and implementation of entitlement process strategy
  • Feasibility assessment and creation of project concept/design program
  • Selection and management of project design team
  • Entitlement process management (specific plan, architectural design standards, vesting tentative tract map, development agreement, CEQA compliance, annexation, etc.)
  • Government relations and community outreach
  • Agricultural buffer design and agreement negotiations with adjacent farmers and County Agricultural Commissioner 
  • Discussions and negotiations with city parks and recreation commission on design and features to be included in 5-acre neighborhood park
  • Affordable housing agreement negotiations with city and arrangements for transfer of land to housing authority for construction of farm worker housing
  • Marketing and  brokerage of fully entitled property
  • LAFCO annexation
Project Status: 
All discretionary project entitlements were fully approved in 2008 and 2009 and the site has been annexed into the City of Ventura. The UC Hansen Trust Property will be sold to the highest bidder via a sealed bid process in conformance with the State of California Stull Act.

Development proposal for a new residential neighborhood on a 27.6-acre site located in the City of Ventura’s Westside Community.  The proposed development includes:

  • 50 affordable senior apartments
  • Public park and open space areas
  • Storm water management solutions
DSG’s Role and Primary Responsibilities:
  • Project management (in conjunction with Centex Homes senior personnel)
  • Entitlement process management, including: RGMP housing allocations, PD permit, tentative tract map, CEQA compliance, annexation, etc.
  • County of Ventura LAFCO application processing for final annexation approval
  • Historic resource issue negotiation

Project Status:
All discretionary project entitlements were fully approved in 2007 and the site has been annexed into the City of Ventura. The project improvement plans and final map are currently being processed. Project Description:
Development of a new building complex on a 3.4-acre site to consolidate support services for the Ventura Unified School District’s facilities maintenance, operations and transportation maintenance activities.  The Education Operation Support Center consists of four distinct uses within a total building floor area of 41,470 sq. ft.
  • District Administrative Support Facility (13,129 SF)
  • Maintenance and Operations Facility - (15,267 SF)
  • Facilities and Transportation Office Space - (7,071 SF)
  • Transportation Maintenance Facility (6,003 SF)

DSG’s Role and Primary Responsibilities:
  • Entitlement process management (conditional use permit, planned development permit, design review, lot line adjustment, and CEQA compliance)
  • Owner’s representative services including building permit plan check facilitation
  • Government relations and community outreach
Project Status:
All discretionary entitlements were fully approved by the City of Ventura in 2006.  Commencement of construction of the Education Operation Support Center has been put on “indefinite hold” by the Ventura Unified School District due to unanticipated district-wide budgetary constraints.

Project Description: 
Development of a new residential neighborhood on a 64.9 acre site located in the City of Ventura’s Saticoy community.  The now completed development includes the following:
  • 316 unit luxury apartment community
  • 80 market-rate detached single family homes
  • 20-acre site donation to the State of California for construction of a California veterans home
  • 2.5-acre site donation for a Native American veterans memorial
  • 2.0-acre site donation for preservation of Chumash burial grounds
DSG’s Role and Primary Responsibilities:
  • Lead consultants responsible for creation and implementation of entitlement process strategy
  • Entitlement and permit process management (PD permit, tentative tract map, development agreement, CEQA compliance, annexation, final map, construction plan check, etc.)
  • Negotiations and communications with state legislators and agencies to secure appropriation of funding for a California veterans home and transfer of land to the state
  • Participation with California Native American Heritage Commission in negotiation of burial agreement with designated “most likely descendent” of the local Chumash Tribe and archeological monitors, per EIR requirements
  • Identification of, and negotiations with, appropriate Chumash representatives regarding transfer of the Native American sites
  • Managing implementation of Historic Preservation Measures as required under CEQA, including the production of archival quality photographs of historic resources to be demolished during project construction
  • Defining and implementing strategy for compliance with other CEQA mitigation measures, including construction of required monument onsite
  • Local government and community outreach
  • Marketing and brokerage of finished lots for the detached single family home component of the project
Project Status:
All discretionary entitlements were fully approved in 2002 and all privately developed residential construction for the project completed in 2005. The detached single family homes were constructed and sold by Standard Pacific Homes.  Construction of the Saticoy Veterans Home was completed in 2009.

Project Description:
Development by the State of California of Veterans Homes, in cooperation with the U.S. Department of Veterans Affairs.
  • 60-bed facility featuring single and double rooms for veterans
  • Daycare facility with capacity to provide services to 50 additional veterans
  • 20-acre site with landscaped grounds and facilities to be developed in stages
DSG’s Role and Primary Responsibilities:
  • Detailed communications and negotiations with California governor’s office and state legislature to secure appropriation of funding to construct Saticoy Veterans Home
  • Client and city representation at statewide meetings of governor’s Commission on Veterans Homes and California Department of Veterans Affairs
  • Presentations to local active military and veterans organizations to mobilize support for funding of Saticoy Veterans Home
  • Presentations to local city councils and county board of supervisors in Ventura and Santa Barbara Counties to mobilize support for funding of Saticoy Veterans Home
  • Negotiations regarding transfer of site to state for development of veterans Home
  • Participation in Environmental Scoping and Review Process for Veterans Home
  • Logistics and support for ground-breaking ceremony and subsequent grand opening of Saticoy Veterans Home
  • Ongoing consultation to the Secretary of Veterans Affairs regarding future development options for undeveloped portion of donated land
Project Status:
The land for the Saticoy Veterans Home was donated to the state. The home opened in December 2009.

Project Status
Preliminary HAP approval for the project design concept was secured from the City of Ventura.  Preliminary preparations for submittal of the applications for PD permit, tentative condominium map, etc. are currently underway.  The property is also listed for sale by DSG.
