Specific plan and related entitlements for a new residential neighborhood on a ±35.81acre site located in the City of Ventura’s Wells Community. The proposed development includes:
131 market-rate detached homes
Approximately 34 market-rate attached row house condominiums
6 acres of public park and open space areas
20-24 affordable farmworker rental housing units (to be constructed by the City of Ventura Housing Authority on 1.4 acres of developer-donated land)
DSG’s Role and Primary Responsibilities:

Project Status:
All discretionary project entitlements were fully approved in 2008 and 2009 and the site has been annexed into the City of Ventura. The UC Hansen Trust Propertywill be sold to the highest bidder via a sealed bid process in conformance with the State of California Stull Act.

Project Status: All discretionary project entitlements were fully approved in 2007 and the site has been annexed into the City of Ventura. Project Description: Development of a new building complex on a 3.4-acre site to consolidate support services for the Ventura Unified School District’s facilities maintenance, operations and transportation maintenance activities. The Education Operation Support Center consists of four distinct uses within a total building floor area of 41,470 sq. ft.

All discretionary entitlements were fully approved by the City of Ventura in 2006. Commencement of construction of the Education Operation Support Center has been put on “indefinite hold” by the Ventura Unified School District due to unanticipated district-wide budgetary constraints.
Archstone Vanoni Ranch Ventura, California Client: Archstone-Smith, Archstone Communities
Project Description: Development of a new residential neighborhood on a 64.9 acre site located in the City of Ventura’s Saticoy community. The now completed development includes the following:
316 unit luxury apartment community
80 market-rate detached single family homes
20-acre site donation to the State of California for construction of a California veterans home
2.5-acre site donation for a Native American veterans memorial
2.0-acre site donation for preservation of Chumash burial grounds
DSG’s Role and Primary Responsibilities:
Lead consultants responsible for creation and implementation of entitlement process strategy
Entitlement and permit process management (PD permit, tentative tract map, development agreement, CEQA compliance, annexation, final map, construction plan check, etc.)
Negotiations and communications with state legislators and agencies to secure appropriation of funding for a California veterans home and transfer of land to the state
Participation with California Native American Heritage Commission in negotiation of burial agreement with designated “most likely descendent” of the local Chumash Tribe and archeological monitors, per EIR requirements
Identification of, and negotiations with, appropriate Chumash representatives regarding transfer of the Native American sites
Managing implementation of Historic Preservation Measures as required under CEQA, including the production of archival quality photographs of historic resources to be demolished during project construction
Defining and implementing strategy for compliance with other CEQA mitigation measures, including construction of required monument onsite
Local government and community outreach
Marketing and brokerage of finished lots for the detached single family home component of the project
Project Status:
All discretionary entitlements were fully approved in 2002 and all privately developed residential construction for the project completed in 2005. The detached single family homes were constructed and sold by Standard Pacific Homes. Construction of the Saticoy Veterans Home was completed in 2009.
Saticoy Veterans Home Ventura, California Client: Archstone-Smith, Archstone Communities
Project Description: Development by the State of California of Veterans Homes, in cooperation with the U.S. Department of Veterans Affairs.
